Implementing the decision of PM in rearranging the investment and development plan in 2008 with the aim to curb inflation, Ministry of Planning and Investment reported inspecting results of projects using the State budget, which will be delayed in the year of 2008. Accordingly, total 1968 projects with value of nearly 6,000 billion VND, equal to 8% of 2008 plan. At provincial level, 1884 projects will be pended with the total capital of 5,662 billion VND.

Recently, after years of building and developing, along with the achievements in socio-economic development, Hanoi is facing with many difficulties and challenges in the development process. The infrastructure doesn’t correspond well with high urbanizing speed and population explosion, especially when the number of nonresidents reaches 2 millions in comparison with 3 millions of residents, which leads to the fact that the urban quality is reduced. Socio-infrastructure doesn’t meet the demand of local people. Living environment is also declined; therefore, Hanoi can not attain targets of living condition. Other service targets such as culture, resorts, amusement and entertainment centers are rather under developed. Besides, the shortage of land for building international and nationwide projects prevents Hanoi from developing and integrating process. The concentrated industrial parks can not be reasonably expanded. In short, there are some existing limits in asserting the role of a socio-economic developing centre like Hanoi.

Rein inflation is a complex mission. In order to successfully control inflation, it is necessary to have the cooperation between State management agencies and provincial authorities to improve the ability of implementing guidelines and policies.

According to the Ministry of Planning and Investment (MPI) report, the value of export turnover in the first quarter of 2008-estimated 215.5 trillion VND (base on fixed price in 1994), achieving an increase of 16.4% against the same period of 2007. The rate of increase in April was higher, compared to the completely 1st quarter, but inclined to slow down the speed, due to the raising of input expenses and the hard situation of consumption. In the agricultural field, even though we had to sufferer from storms, floods, damaging colds and epidemic on rice, livestock and poultry, but production is still stably developing, increase of 4% against the same period last year. Total retail trade and services turnover in the first quarter reached more than 295 trillion VND, rising by 29.5%, over the same period last year. Although the consumption are on the increase, but if compare to that of last year, not taking into account the boosting of average price, so the real total of retail trade and services turnover only increased by 10.1% ( 2006 by 14% , 2007 by 13.9%).
