Socio-economic development goals and tasks for 2010
The global economy in 2010 is expected to recover, however, there exist many difficulties for economies to overcome, especially ones that invest in and import from Vietnam. As economic and financial reform will be enhanced all over the world, consumption, purchase as well as market strategies of many nations will experience changes. Together with it, protectionism is in the rising trend. For all these facts, there is a need to set up new goals and tasks for the development of the whole nation.

The year 2009 witnessed positive signs in the socio-economy of Vietnam:
the downwarding trend of economic recession was stopped; economic growth speed was relatively high; resources for development increased; inflation was restrained; macro-economy was stable in general. These offer a favorable condition for the socio-economic development in 2010. In other areas, there were also achievements: success in providing social security for the people; new progress in cultural and social fields; positive results in administrative reforms and corruption prevention; stability in both society and politics; and enhancement of the political status of Vietnam in the international arena. These factors help create a good base for development in the coming year.
 
However, the existing drawbacks of the economy and the slowly-tackled problems in 2009 will still affect different spheres in production and living conditions. Some balances are not really stable; infrastructure, human resources, and regulations of the market economy have not made remarkable progress yet; social security and welfare have met with difficulties; there are still a number of households who are poor or fall back into poverty; environment protection in particular areas is not conducted well, etc. The aftermath of natural hazards, especially the Storm No. 9, in Central areas takes much time and efforts of people just to partly recover. In 2010, there might be other ones to come.
 
Experiences and achievements in 2009 will lay an important ground for us to overcome difficulties and challenges as well as conduct successfully the socio-economic development plan in 2010 at a higher level, creating a fast but stable advancing impetus for the coming years.
 
In the 6th NA Session, the Government has reported on the socio-economic development plan in 2010 with focus on the goals, tasks and solutions.
 
  1. General goals
Concentrate on recovering the economic growth speed so that it will reach a higher rate than that in the previous year, improving the quality of the growth, enhancing the stability of the macro-economy and preventing the comingback of high inflation; ensuring the social security and developing people’s living conditions; proactively promoting international economic cooperations; maintaining the stability in politics and society as well as the national defense and security; trying to accomplish goals and fulfill tasks of the 5-year period plan (2006-2010) at the highest possible level.
 
  1. Main tasks
First, make full use of every potential resource, especially ones for investment and production development; speed up economic shifts, and improve quality, efficiency and competitive advantages of both enterprises and the whole economy.
 
Second, ensure the balances of the economy, trying to reduce the trade gap and the international balance of payment; gradually decrease overspending and apply suitable monetary policies so as to avoid high inflation and enhance the stability of the macro-economy, creating a favorable investment climate in the country.
 
Third, focus on agricultural and rural development, promote programs on rural areas; develop agriculture comprehensively, effectively and sustainably in order to step up the living conditions in rural areas.
 
Fourth, improve social spheres in harmony with the economic development, speed up programs to sustainably diminish poverty; continue to expand and upgrade the quality of social welfare and security; solve urgent matters of the society.
 
Fifth, make progress in administrative reform, complete market economy regulations, create an equal competitive environment, develop high-quality human resources, build up traffic infrastructure, re-contruct the economy and intensify economic growth, ensure fast but sustanaible development.
 
Sixth, firmly protect the country’s sovereignty and politic security, social order and security, enhance the effectiveness of diplomatic activities and economic integration, make full use of resources and create a favorable climate for national development.
