The conference of consultant group for Donors 2009
The Prime minister Nguyen Tan Dung: Viet Nam pledge to more effectively use ODA capital flow On December 3rd – 4th 2009, in Ha Noi, the 16th donors’consultant group conference (CG-16) was co-orgnized by the Ministry of Planning and Investment, the World Bank in Viet Nam with the presence of representatives of central agencies, international organizations….

The PM Nguyen Tan Dung was present and had a speech at the conference. After mentioning socio-economy situation of Viet Nam in 2009, he expressed the important role of ODA capital flow in Viet Nam’s development. He continued to pledge about more efficient using of the valued capital flow. He affirmed: “Viet Nam will continue to improve the investment and business environment to attract investment capital flow, push production and exporting and extend internal markets”. Besides, Viet Nam government will rise its efficiency of state control to create a new step in administrative reform; improve market institutes; make more fair competitive environment; anti-corruption; anti-squandering/ anti-wasting; create the confident environment for investment, business and ensure growth rate (try to get 6.5% in 2010).
Previously, on December 1st, Vietnam Business Forum (VBF) also was held with the presence of representatives of local and central agencies, foreign afairs, international organizations as well as many internal and external investors.
The forum occured in the important time when the world economy had a sign to recorve and Vietnam economy had already come over the most difficult stage. Internal and external business community attending in the forum highly estimated the implement of economic pushing/ kicking package of Vietnam government and relied upon the potential of Vietnam long-term development. However, Vietnam economic situation had a lot of challenge.
Estimate the business environment of Vietnam this year, the investigation report of Secretary Board of Vietnam Business Forum shew that enterprises realised the business environment in 2009 was more positive than in 2008. Nearly 2/3 of enterprises said Vietnam’s growth in coming years would be very positive. Nearly 62% of enterprises believed the economy would grow higher. More than 3/4 of enterprises affirmed they would enlarge their business in 3 coming years. Moreover, they appreciated highly general economic controling of Vietnam government in 2009. Business community estimated the government controled successfully Vietnam economy to overcome the period of world financial crisis.
In the forum, the president of Eurocham Mr. Alain Cany predicted Vietnam economic growth in 2010 would be 6.5%. The regional director of International financial organization Mr. Simon Andrew also said that Vietnam was on the momemtum for restore, therefore, investment and business opportunity of Vietnam in 2010 was estimated quite optimistic by investors. At present, the previous obstacles such as general economic management, information access, law, capital access and tax management system, were improved and convenient for the environment.
The investigation report on business activities of Japanese production companies in Vietnam proclaimed by Japanese Bank of International Co-operation in the forum, shew that Vietnam continuously remained the third position about midterm potential among countries, territories (after China and India). Japanese enterprises considered the growth potential of the market as reason to pay attention to Vietnam.
In the forum, business community mentioned 5 proposals on the fields to improve the business environment such as infrastructure, banking and capital, production and allocation, minerals exploitation and tourism.
According to the investors, however, business environment had positive steps Vietnam should still solve a lot of challenge in investment if it wanted to get maximum of benefit. First of all, it was the challenge relating to administrative procedure. The president of Auscham, Mr. Paul Fairhead said that administrative procedures in Vietnam were very complicated, inefficient, made money waste and obstructed economic activites. Therefore, in his opinion, Vietnam needed to reinforce administrative reform, transparence and anti-corruption. Besides, representative of Canada’s Commerce Department, Mr, Alexandre Legandre said Vietnam government should annouce public information and make convenient condition for private sector to take part in dialogue as well as strengthen efficiency of anti-corruption force.

In the forum, business community had a lot of time to directly talk with the representatives of governmental agencies about problems such as: banking and capital market, infrastructure, production and allocation …. The leaders of ministries answered straight and openly the questions of representatives of enterprises and pledged to continuously solve obstacle and difficulty to make convinient condition for them.
