Building a good and stable relationship within business
Recently, Governmental Standing Committee held a meeting on implementing the 22nd decree of Party Secretarial board on building a good and stable relationship within business. Leaders from provinces, ministries and relevant agencies where have IPs and EPZs attended the meeting

The 22nd decree put the content of building a good and stable relationship within business on to high agenda. This is not only urgent but also long-time mission to strive for the goal of stabilizing the economic and social situation, attracting more investment, developing the economic, creating more jobs and gradually improving the material and spiritual living conditions for employees.

 

According to the reports of MOLISA (Ministry of Labor, invalids and social affairs) and opinions raised on the meeting: After implementing the renovation, has gained many achievements with the high rate of development. Living condition and income of employees have been improved. Over 100 IPs working have created more than 1.5 million jobs. At some IPs in the Southern crucial economic zone, the average income per labor is 1.45 million VND and in some Northern IPs, from 900 to 1.2 million VND. Countryside workers have to manage their own accommodation and transportation with poor living conditions, leading to the unstable mentality and effecting the productivity and quality of labor force. Together with the development of labor market, the relationship among enterprises has gradually become complicated, especially when the whole economy is suffering from the unstable pricing market. Many serious issues such as scrambling for labors among enterprises, striking frequently happen that make it difficult for enterprises to manage working normally as before. As for the case of IPs in Hochiminh city, during the last 5 years, in the total 385 strikes, nearly 53% have happened in FDI enterprises. This is the result of violating Labor Law as well as breaking the labor commitment with employees of some enterprises. Besides, it also takes root from the shortage of knowledge and awareness of employees in implementing policies and regulations of working. Lower income, unimproved working and living conditions led to spontaneous strikes, not follow the regulated orders. According to a recent survey, it showed that some private and FDI enterprises have not followed the form of paying salary and allowance for employees as regulated law. In fact, several enterprises divide salary into parts with low value, so that it will be easier for them to reduce the social and health insurance related cost. They also set up their own working regulations such as working overtime, working on day-off and holidays, etc..

 

It should be reckoned that labor force is the crucial factor that not only affect the productivity, quality and effect of business but also determine the development of enterprises. Therefore, improving the material and spiritual living condition for workers must be put on the top priority to ensure the strong and long-term attachment of them with the enterprises

 

On the other hand, bring into full play the role of state management at Governmental and provincial levels in guiding, supervising and examining the enterprise’s implementation of law and other legal documents concerning labor, salary, allowance and social welfare issues, etc, especially for the female workers.

At the conference, standing deputy prime minister and many delegates pressed some main duties and solutions as below:

 

Firstly, all levels and sectors must have consensus on awareness and thoughts,

 

must smoothly settle benefits among the Government, enterprises, employees and investors. It is necessary to settle the minimum salary matter soon and build salary chart for enterprise’s employment, avoiding unprompted strikes against Vietnam Law regulation.

 

Secondly, improve labor inspection quality, especially in the provinces and cities with industrial and processing zones, and properly pay attentions to mobilization and convincement work to labor law implement of enterprises. Enterprises must ensure labor contract signatory and contribute social & health insurances for employees as regulated in Vietnamese labor law.

 

Mechanism and policies related to the living condition of employees, especially accommodation, culture and welfare work at worker’s concentration zones must be improved. Implementing tax, land, credit and house rental incentive policies to encourage enterprises to build accommodations and other social work for workers in industrial  and processing zones

 

Labor union must be developed in all enterprises, especially foreign investment ones, to protect employee’s rights. Creating good relations among employers, employees and authorities to ensure the effective cooperation, for the interest of all related parties.n
